Previous studies, anecdotal evidence and media reports indicate that boys are trafficked in or from Viet Nam for sex, adoption and forced labour, but very little research has focused specifically on trafficking of boys.The goal of this research is to contribute to the broader objective of ensuring that the particular situation and vulnerabilities of boy victims of human trafficking are adequately addressed in Viet Nam's legal and policy response to the issue. The research objectives are to assess awareness of local authorities and community on and practices to address trafficking in boys, identify forms of trafficking in boys, factors that contribute to vulnerability to trafficking (especially gender conceptions) and types of trafficking in boys and document victims' experience of trafficking, return, rehabilitation and reintegration.
This report documents exploratory research on trafficking in boys in Viet Nam and is an activity under the General Statistics Office (GSO) component, implemented by International Organization for Migration (IOM) under the three-year Joint Programme on Gender Equality.

This research explores gender differences in remittance-sending behaviour, gender differences in income management of migrants, gender differences in access to and utilization of remittance-sending services and channels, and the relationship between gender and the management and utilization of remittances at the home and the community of origin. The research findings are based on 600 male and female migrants surveyed and 42 IDIs and 12 FGDs conducted between April and May 2010 in three wards of central Hanoi, Viet Nam. This study will contribute to bridging the current research gap and provides a much needed data set from which gender sensitive policies and programmes can be developed. The research aims to strengthen the potential of internal remittances to maximize the development of internal migrants, their families and their communities and to contribute to policy and programmes that support gender-sensitive socio-economic development in rural Viet Nam.
This research is part of the Joint Programme on Gender Equality (JPGE), jointly implemented by the Government of Viet Nam and the United Nations in Viet Nam. The programme and this research were generously financed by the Spanish-funded Millennium Development Goals Achievement Fund (MDG-F). The General Statistics Office (GSO), with technical assistance from the International Organization for Migration (IOM) Viet Nam, took the lead in the implementation of this research.

Amid a “fragile labour market” marked by persistent high unemployment, “slack” jobs growth and declining wages, the International Labour Office (ILO) urged the Group of 20 to intensify its focus on “productive employment and job-intensive growth policies” at its upcoming summit in Seoul. ILO Director-General Juan Somavia is expected to attend the meeting.
In a new statistical update prepared for the 11-12 November G20 summit, the ILO says unemployment increased in 10 countries of the G20 in 2010 compared to 2009, but declined in eight. It also says that most emerging economies have seen a rise in employment and a decrease in unemployment in 2010.

Following the first issue of the "Vietnam Employment Trends 2009", the second issue of a planned series of MOLISA reports describes the labour market situation in Viet Nam. "Vietnam Employment Trends 2010" provides an analysis of the latest labour market information with the purpose of assessing the impact of various economic challenges that we had to face in recent years. This includes the impact of the financial crisis on employment, working conditions and labour market trends as well as projections of these trends to 2015 and 2020.

EXECUTIVE SUMMARY
Recent developments in the labour market situation of Vietnam can be encapsulated into the following seven major components (not necessarily in order of importance):
1. Large increases in the population between 1997 and 2007 have added to the country's labour force, placing pressure on the Vietnam labour market. However, future population growth is not expected to be as high as the previous decade.
2. There has been strong GDP growth with consequent employment gains and improved labour productivity, supporting poverty reduction efforts.
3. There has been a downward trend in labour force participation rates and also employment-topopulation ratios. Contributing to this shift are youth remaining in school longer and adults taking earlier retirement.
4. A very large component of total employment falls into the category of being vulnerable to lacking decent work.
5. There have been significant sectoral shifts in employment with a decreasing proportion in agricultural employment, and rising employment in the industrial and services sectors.
6. Unemployment is not presently a problem in the country, with the unemployment rate remaining stable and very low over the past decade.
7. While Vietnam remains largely a rural population, it is gradually shifting toward being more urban.

The past few months have seen a constant flow of news reporting on the unfolding global financial and economic crisis afflicting the World economy and on its likely impact on Viet Nam. More recently, the Vietnamese press has started to report on the first symptoms of the crisis in Viet Nam, with large drops in the umber of tourists entering the country, companies postponing investments, others closing down, and a general slowdown in the rate of economic activity, FDI inflows and exports and imports of goods and services.
In light of these events, the government has recently revised downwards its GDP growth forecasts for 2009, from 7.5 percent to 6.5 percent, and has announced a six billion USD stimulus package aimed at mitigating the impact of the global financial and economic crisis on the Vietnamese economy and its people, and preventing a general slowdown of economic activity in Viet Nam.

The 2008 Law on Health Insurance targets comprehensive health insurance coverage by 2014. In 2009, health insurance was expanded to 58.4% of the population, demonstrating the efforts of the Government to expand the provision of health care. However, extending the coverage of health insurance to the remaining 41.6% of the population, or 35.7 million people, is a challenging task. First of all, even those individuals whose participation is subsidized appear reluctant to join the scheme. Secondly, those who are not insured predominantly work in the informal sector and are hard to track. Understanding and eliminating the obstacles that explain the unwillingness to participate in health insurance should therefore be part of any strategy to improve health insurance coverage. Understanding these obstacles is at the heart of this brief, and the study which underpins it, which focuses on workers in the informal sector and their family members.
