Conference Focuses on Building Capacity of New National Assembly

ImageDa Nang, August 30, 2007 – The Office of the National Assembly (ONA), in cooperation with the UN Development Programme (UNDP), organised a national conference in Da Nang City on Aug 30 and 31 entitled “XII National Assembly: Enhancing Capacity During the Integration Period.”  The two day event is a unique opportunity for senior leaders of the National Assembly (NA), ONA officials and representatives from related government agencies to meet with international donors and parliamentary affairs experts in order to exchange views and set priorities for strengthening the capacity of the NA during the current period of rapid integration of Viet Nam into the world economy. 

The conference builds on the successes of the first Da Nang Conference, which was held shortly after the election of the Eleventh National Assembly in 2002.  In this year’s conference participants reviewed the success achieved by the NA over the past five years, and discussed the role of the NA in representing the citizens of Viet Nam, producing laws and overseeing the work of the Government. The conference also compared international best practices on parliamentary procedures.
 
UN Resident Coordinator John Hendra said, “As the UN we strongly support the National Assembly in promoting equitable and inclusive social and economic policies, plans and laws.  With the adoption of the One UN Plan by the Government of Viet Nam and strong support from development partners, I look forward to continued cooperation between the United Nations and the National Assembly.”
 
While the NA has made great progress in carrying out its important functions under the Vietnamese Constitution, it faces many challenges - particularly in the areas of representation, law-making and oversight.  These areas will be of particular importance in future cooperative efforts between the international community and the Assembly.
 
The conference was organized  by the Office of the National Assembly (ONA) of Viet Nam with support from the ONA-UNDP project “Strengthening the Capacity of People’s Elected Bodies in Viet Nam” and project donors Switzerland, the U.K, Canada and Ireland.
