Parliamentary
development is an integral component of internationally funded
activities in democratic governance all around the world. The United
Nations Development Programme as well as many other bilateral and
multilateral cooperation agencies have assisted several parliaments and
representative bodies at sub-national levels in their capacity building
efforts.
Several lessons have
been accumulated and systematized. In addition, a
number of guidelines and tools for this particular area of work
have been developed. Some university and
research centers also have specialized in the
study and provision of technical assistance for parliamentary
development. Many projects all around the world are sharing their views
and experiences through project websites. We gather
all of these on-line resources in this special page, so as to
facilitate a better understanding in Vietnam of current knowledge and
experience on international practices associated to parliamentary
development.

"Parliamentary
development comprises activities that aim to enhance the representative,
legislative or oversight capacity of representative institutions in the
governance process….. Capacitated parliamentary institutions are critical to the
establishment and consolidation of democracy since they empower ordinary people
to participate in the policies that shape their lives.
Parliaments play a fundamental role in establishing the rule of
law, protecting human rights, overseeing transparent governance processes, and
ensuring national compliance with international obligations".
