Vietnamese MPs study international
experiences on parliamentary representation and
organization of constituency offices
January 22, 2006. A group of Vietnamese
MPs and officials of the Office of the National Assembly visited
UK to learn about representative practices and
constituency offices in this country.
The study visit was conducted from 4 to 10 of December
2005.

Vietnamese Language
December 12,
2005. This manual represents the Vietnamese language version of
the Training for Elected Leadership Series of Manuals – a set of 13
volumes – published originally in the English language by the United
Nations Centre for Human Settlements (UNCHS-Habitat) in 1995.

Gender Mainstreaming in Parliaments:
Report prepared for Vietnamese MPs
November 20, 2005. By commission of the
ONA/UNDP Project VIE/02/007 a report on gender mainstreaming in
parliaments is being finalized. It is expected that the report
will be published and distributed to Vietnamese MPs by the end
of December.

AUSAid in Project’s
Office
November 4, 2005. The new AUSAid Officer
Damien Coke visited Project Support office. Damien is replacing
Sandra Henderson, with whom we had a very intensive and good
cooperation during the last two years of project work. Damien as
well as Sandra will be in charge of Political Affairs and
consequently is interested in parliamentary developments in
Vietnam. During his visit, Damien had the opportunity to learn
about our Project activities.

November 1, 2005. Several officials in
our Project donor partners have arrived over the last summer. We
want to give them a warm welcome and to wish them a very

ONA staff attend course
on management of training
and personnel development
October 25, 2005. The course, organized by
Asian Institute of Technologies Center in Vietnam, was attended by
four ONA officials. They all have been recently assigned to the
newly created ONA Resource Center for Elected Representatives.

Farewell to Shane Sheils
October 20, 2005. Shane
Sheils, the UNDP Programme Officer overseeing our Project for the
last 18 months has left Vietnam. He and his family will be
stationed now in Sri Lanka, where Shane will be working in UNDP
as an Assistant Resident Representative in charge of the
Governance Portfolio.

improve management skills in Dak-lak
September 19, 2005.
With the support of the ONA-UNDP
VIE/02/007 Project, between September 12 and 16 a training course
on management skills was conducted for 25 officials from 9
provincial PCs’ Offices.

2005. Yesterday the Chairman of the National Assembly – Mr.
Van An met with UNDP Resident Representative Jordan Ryan.

People's Council staff
from 19 provinces improve management skills
Agust
30, 2005. With the support of the ONA-UNDP
VIE/02/007 Project two training courses on
management skills were conducted for 39 officials from 19 provincial
PCs’ Offices. These courses were conducted as
part of a systematic effort to strengthen the
capacity of the support offices of provincial People, which were
established last year, following
Decree
N° 133/2004/NĐ-CP.

Project supports improvement of knowledge and
skills of People’s Councils Deputies
August 6, 2005. With
the support of the ONA-UNDP Project VIE/02/007 on August 1 - 4 the
Office of the National Assembly had organized two training courses
for provincial People's Council deputies. Participating in this
year's courses were 56 deputies from 29 provinces. The courses were
also attended by two ONA staff, who have been assigned to the
Resource Center, that was newly established with the support of the
Project.

become a regular event
June 16, 2005. Today more than one hundred people from
donors' community and diplomatic agencies in Hanoi came to the main
hall of the Office of the National
Assembly for what had became a regular event after each NA's
session: the Parliamentary Partnership Forum.

Basic concepts on parliamentary institutions
first published in Vietnamese

10, 2005. 'Parliamentary Institutions: Basic Concepts' is the
first title of the 'Project Technical Series' launched in 2005. It
will be part of a wider strategy of knowledge sharing and promotion
of self-learning initiatives involving Vietnamese MPs and
parliamentary officials.

"How to improve the representative and
supportive functioning of provincial MP delegations”
Report presented
to the ONA
May 31, 2005. Yesterday a
half day workshop was held at the Office
of the National Assembly to discuss the findings and suggestions of
the report "How to improve the representative and supportive
functioning of provincial MP delegations”. The report was
commissioned at the end of year 2004 to a team of Vietnamese
consultants leaded by Mr. Nguyen Tien Lap of Investconsult.

Project Stake holders met to review 2004
performance and to consider 2005 plans
May 11, 2005. The VIE/02/007 Annual Project
Review (APR) Meeting was held yesterday 11 of May at the
headquarters of the Office of the National Assembly (ONA) in 35 Ngo
Quyen Street, Hanoi. The meeting was attended by all the Project
stakeholders – ONA, UNDP, SDC, DfID and authorities from People’s
Councils of the 15 Provinces involved in project implementation.

Grassroots Democracy
Decree
28 April, 2005. Yesterday the Project
VIE/02/007 was visited by Pamela McElwee team leader of a research
group that is currently assessing the grassroots democracy decree.
Her work has been commissioned by UNDP Vietnam and its coordinated
from the UNDP Country Economist Unit.

UN Conventions and Treaties
April 7, 2005. A comprehensive
compilation of United Nations Conventions and Treaties was presented to Vu Mao, the National
Assembly Foreign Affairs Committee Chairman by Jordan Ryan,
the UN Coordinator and UNDP Resident Representative in Vietnam.

International Treaties and
Roles of Legislatures:
contributing to the lawmaking process at the NA
April 7, 2005. A workshop on the roles of legislatures in
relation to international treaties was organized in Hanoi on April
5th and 6th. The activity was conducted jointly by the
Vietnamese National Assembly’s Foreign Affairs Committee (NAFAC)
and the ONA-UNDP Project VIE/02/007, also supported by SDC, DfID
and CIDA.

NDI visits Project office
27 March 2005. The Project VIE/02/007
was visited last 24/03 by Mark Wallen and Raissa Tatad from the
National Democratic Institute in a recent mission they had to
Vietnam. Mark is the Country Director of the National Democratic
Institute in Cambodia, based in Phnom Penh. Raissa is a Senior
Officer for Asia and she works at the NDI offices in Washington,
D.C, USA.

deputies strengthened
February 15, 2005. With the support of the
ONA-UNDP Project VIE/02/007 the Office of National Assembly
together with the NA Ethnic Committee conducted a seminar on
"Strengthening of the Supervisory Capacity of Elected Ethnic
Minority Deputies".

Advocating “Gender Mainstreaming”
in Parliamentary Work - 2004
February 10, 2005. During 2004 the project
implemented a series of initiatives promoting Gender issues and
their mainstreaming in parliamentary work, having in mind that the
political establishment of Vietnam is currently considering the
drafting of a Gender Equality Law.

Project website consolidated
before its
first anniversary
January 31, 2005. Before its first anniversary, the VIE02007
Project website has been fully consolidated as one of the key
sources of information on parliamentary development in Vietnam in
English language. Achieving this situation has not been easy. A lot
of efforts, partial mistakes and small successes have contributed to
the current structure and image of our project website.

The project supports the NA Committee for Foreign
Affairs in the development of the
law on international treaties
January 19, 2005. Today a
meeting was held between UNDP-ONA Project VIE/02/007 and officers of
the Department for Foreign Affairs of the National Assembly to
discuss a plan of action to support the process of review and debate
of the draft Law on International Treaties that was submitted by the
Government to the parliament in the recent October-December Session.

SDC Country Director Walter Meyer left Vietnam
January 15, 2005. After more than four years of significant
contribution to the development of Vietnam Walter Meyer has moved to
a new position in Switzerland.
Mr. Meyer, the Swiss Development and
Cooperation Agency Country Director for Vietnam, has left his
position in Hanoi last January 2005. He will be having new and also
challenging tasks in Bern.

NA Deputies and ONA officers exposed to
international experience on budgetary oversight and the application of
IT in parliamentary work
January 5, 2005.
A Delegation of 6 MPs and 4 ONA staff led by Vice
Chairman of the National Assembly Truong Quang Duoc paid a study visit
to Singapore, Malaysia and Thailand from 4 December
2004 to 15 December 2004 under the framework of the Project
VIE/02/007with support of UNDP, CIDA, SDC and DFID.
