Bản tóm lược tài liệu truyền thông này đề cập tới năm cách tiếp cận chính mà di cư trong nước có thể tác động tới và bị tác động bởi sự phát triển kinh tế xã hội. Đây là những vấn đề cần được các nhà hoạch định chính sách và các đối tác phát triển ở Việt Nam quan tâm. Với mục đích tăng cường khả năng đóng góp vào sự phát triển kinh tế và xã hội của di cư trong nước, bài viết này sẽ cung cấp một số những khuyến nghị chính sách cụ thể. Những khuyến nghị này tập trung vào những điểm chính như: nhu cầu cần có các số liệu về di cư trong nước phục vụ
công tác hoạch định chính sách dựa trên bằng chứng; cải cách hệ thống đăng ký hộ khẩu; thực hiện các biện pháp đảm bảo di cư trong nước được an toàn và người dân di cư được bảo vệ trong công việc; quy hoạch đô thị và khu công nghiệp cần tính đến quyền lợi của những người di cư; cần có các biện pháp nhằm thúc đẩy di cư trong nước vì mục đích phát triển con người.

Executive Summary
The 2008-2009 financial crisis caused a global economic recession. In response Vietnam, along with many countries in the Asia-Pacific region, implemented an economic stimulus package (ESP). This paper considers the gender implications of such stimulus packages to improve eventual outcomes, not just in terms of rights but also in terms of economic efficiency and productivity. We look, firstly, at how financial crises – and government responses – have different consequences for men and women because many industries in developing countries are sex-stereotyped so that women dominate the workforces of textiles, garments and electronics, while men dominate the construction workforce. The 1997-1998 Asian Financial Crisis provided lessons for responding to future economic crises with an argument for gender-responsive planning and budgeting to ensure that both sexes will benefit substantially from the use of public resources.

The Human Rights-Based Approach

A human rights-based approach to programming (HRBAP) is an approach that gives equal attention to what should be done and to how it should be done. A HRBA often aims at achieving the same goals as current development approaches (e.g.the MDGs), but puts equal attention on the process chosen to achieve these goals, as on the achievement of the goals themselves.

In order to identify progress achieved in Vietnam’s national Expanded Programme on Immunization (EPI) since its evaluation in 2003, a comprehensive review of EPI was conducted 30 March to 10 April 2009. The key objectives of the 2009 EPI review were to assess the following:

• Status of management practices, including the EPI reporting system, disease surveillance, training and supervision, and provision of EPI services through hospitals and the private sector.
• Status of the implementation of safe injection and surveillance of AEFI, performance of the cold chain system and management of vaccines in the EPI

An immunization coverage survey was conducted in the same six provinces as the EPI review during the period 6-17 April 2009, and the complete findings are summarized in a separate report. Overall, the immunization coverage survey demonstrated very high levels of coverage for all vaccines except the Hepatitis B birth dose within 24 hours of birth, with slight delays in fully immunizing children by twelve months of age.

1. Các sự kiện biến đổi khí hậu

• Việt Nam ký Công ước khung LHQ về biến đổi khí hậu (UNFCCC) ngày 11 tháng 6 năm 1992 và phê chuẩn Công ước ngày 16 tháng 11 năm 1994. Việt Nam ký Nghị định thư Kyoto ngày 3 tháng 12 năm 1998 và phê chuyển Nghị định thư ngày 25 tháng 9 ăm 2002.
• Với sự hỗ trợ của Liên Hợp Quốc ở Việt Nam và các đối tác khác, Bộ Tài nguyên và Môi trường Việt Nam (TN&MT) đã áp dụng các kịch bản biến đổi khí hậu toàn cầu vào tình hình của Việt Nam. Các kịch bản toàn cầu được lấy từ Đánh giá lần thứ tư của Uỷ ban Liên chính phủ về biến đổi khí hậu (IPCC 2007). Đây là những kịch bản toàn cầu về kinh tế-xã hội khác nhau có liên quan đến các mức độ nhất định về phát thải khí nhà kính trong tương lai, cũng như những biến đổi về khí hậu nhiều hoặc ít khốc liệt hơn.
