We are here today to launch the updated “2009 common UN – EU Guidelines For Financing of Local Costs in Development Co-operation with Viet Nam” otherwise known as the UN-EU Cost Norms. This is truly a result of tripartite cooperation between the Government of Viet Nam, the UN in Viet Nam and the European Union.

The UN-EU Cost Norms represent an important milestone towards harmonization of business practices, by using a common approach in line with aid effectiveness principles of the Paris Declaration as well as the Hanoi Core Statement.

The last two years of implementation of the 2009 UN – EU Cost Norms have shown positive results in contributing to aid effectiveness and national ownership. The guidelines have now been updated to bring the cost norms closer to current market conditions.

Updated 2012 guidelines are timely as they will guide national implementing partners as we roll out the UN-supported projects and programmes under the new One Plan 2012-2016 signed yesterday. To ensure consistency in the application of these harmonized guidelines, it will be necessary that all implementing partners are briefed on the new Cost Norm Guidelines.
    
I would like to take this opportunity to express my very sincere thanks and appreciation to all colleagues from MPI, in particular Mr. Cuong for leading this exercise on the Government’s behalf, the Ministry of Finance, the EU Delegation and UN agencies for their time and contribution to this important undertaking over the past months.
