The One Plan (2012-2016) was co-signed between the Government of Viet Nam and 17 UN agencies in March 2012 and is meant to act as the main programmatic and operational framework for delivering UN support to the Government of Viet Nam. This review was commissioned by the One Plan Steering Committee (OPSC) in Viet Nam and planned for the second half of 2015, with over one full year left for implementation, to allow for lessons learned to feed into the planning and design of the new One Plan. Its intended users include members of the One Plan tripartite structure, mainly the Government of Viet Nam, the UN Country Team (UNCT) and donors that have supported or are interested in supporting the One Plan initiative in the country.
The Management Response, agreed between the Government and UN Country Team in Viet Nam, contains key actions that are being implemented in response to the Review’s recommendations.

The One Strategic Plan 2017-2021 represents the programmatic and operational framework for delivering United Nations (UN) support to the Government over the next five years and sets out how the UN will deliver as one in support of national development priorities. The Plan is aligned with the Socio-Economic Development Strategy 2011-2020, the Socio-Economic Development Plan 2016-2020, the Sustainable Development Goals (SDGs) and Viet Nam’s international human rights commitments.
In preparation, the UN conducted an Independent Review of the One Plan 2012-2016, a Common Country Assessment, a Consultative Review of the Role, Position and Partnerships for the UN in a Lower Middle-Income Context, a strategic planning process and extensive consultations with the Government, development partners and other stakeholders.

Background and assigned task: The United Nations and Government of Viet Nam have agreed to undertake a process of reform of the UN presence in Viet Nam to achieve ‘One UN’. This is defined in the Agreed Principles, Objectives and Instruments to Achieve One United Nations in Viet Nam as ‘a unified management structure and programme’ achieved through ‘the unification of management, budgets, programmes and management practices’.

Community spaces design contest for an exciting hanoi
Ha Noi, October 17/10/2017 - Aiming at improving the living environment and bringing culture and art to the community towards a better urban future, United Nations Human Settlements Programme (UN-Habitat) successfully developed the project “Promote participatory, community-based and youth-led approach in safe, greening public spaces in Hoan Kiem district toward a pro-poor, inclusive and sustainable urban development” (hereinafter called Public Spaces project) under the Block by Block program with Mojang, the makers of the videogame Minecraft.

Harsh punishment for child offenders doesn’t prevent further criminality
The age at which a child, can be held criminally liable is a controversial issue around the world. Within Viet Nam, this issue is currently being grappled with in the Penal Code amendments. Some argue that a "get tough on crime" approach is necessary to punish children to prevent further criminality.
However, international research shows that because of their developmental stages, labelling and treating children as criminals at an early age can have serious negative impacts on their development and successful rehabilitation.

UN Secretary-General Ban Ki-moon’s message for World AIDS Day, observed on 1 December
Thirty-five years since the emergence of AIDS, the international community can look back with some pride. But we must also look ahead with resolve and commitment to reach our goal of ending the AIDS epidemic by 2030.
There has been real progress in tackling the disease. More people than ever are on treatment. Since 2010, the number of children infected through mother to child transmission has dropped by half. Fewer people die of AIDS related causes each year. And people living with HIV are living longer lives.
The number of people with access to life-saving medicines has doubled over the past five years, now topping 18 million. With the right investments, the world can get on the fast-track to achieve our target of 30 million people on treatment by 2030. Access to HIV medicines to prevent mother to child transmission is now available to more than 75 per cent of those in need.
