As we prepare to move into the environmentallyfriendly Green One UN House, an exciting new chapter of ‘Delivering as One’ reform is being written. Viet Nam is not only breaking new ground in establishing integrated Common Services and a new interagency ‘One ICT’ system, but also in harmonized financial management, procurement and results-based management.
Significant progress is also being made in Delivering on Results. The eight Joint Programming Groups continue to undertake a busy programme of joint activities and with the finalization of the 2013 Annual Results Report, reporting on 2014 results is already underway. One important UN result was the recent award of a provisional Gold rating for the design of the Green One UN House, which will help set new environmental standards for the building industry in Viet Nam.

2013 represented the second year of the 2nd generation of the United Nations’ Delivering as One (DaO) initiative in Viet Nam, with a deepened approach across all six of its pillars allowing the Government of Viet Nam and the UN Country Team (UNCT) to remain at the forefront of global level UN reform. The year was marked by the achievement of a number of important DaO milestones.
In particular, the ground-breaking of the Green One UN House (GOUNH) project in Ha Noi to co-locate the majority of UN agencies under one roof and the establishment of a tripartite DaO governance structure to bring 17 UN agencies, the Government of Viet Nam and donor community together to review and ensure implementation of the DaO initiative were major steps forward.
The year also constituted the fi rst full annual cycle of the One Plan 2012-2016. In keeping with the General Assembly Resolution 67/226 on the Quadrennial Comprehensive Policy Review (QCPR), joint programming, monitoring and results reporting across the UN system in Viet Nam were reinforced through the implementation of the Results-Based Management (RBM) Strategy for Delivering as One in Viet Nam 2012-2016. This ‘Delivering as One Annual Results Report 2013’ is the culmination of these efforts.

2013 saw many important developments. They include the adoption of the amended Constitution and Viet Nam’s membership to the Human Rights Council and transition to a highlevel Development Partnership Forum.
The UN actively contributed to the mid-term review of the national Socio-Economic Development Plan 2011-2015, which stressed the need for structural reforms and better targeting of social policies in order for Vietnam to move to a higher path of sustained growth and tackle persistent pockets of poverty.
2013 also saw major progress for “Delivering As One”. In this edition we feature a number of important events, including the visit of United Nations Development Group Chair, Helen Clark for the UNDG Asia-Pacific Meeting. This provided an excellent opportunity to discuss Viet Nam’s post 2015 agenda and MDG acceleration efforts as well as showcasing achievements and regional leadership for the “Delivering as One”.

This first ’Delivering as One’ Annual Results Report describes progress made by the United Nation’s System in Viet Nam during 2012, the first year of implementing a new five-year plan of development cooperation between the Government of Viet Nam and the UN. The strategic, coherent and results-oriented ‘One Plan 2012-2016’ is aligned to national priorities and supports inclusive and green growth; access to quality social services and protection; and stronger governance and public participation.
