2015 Justice Index – towards a justice system for the people

 

The report “2015 Justice Index – towards a justice system for the people” is the second iteration of an innovative research project aiming to measure the performance of the justice system in ensuring access to justice, equality and protection of fundamental rights, based on citizens’ experiences and observations.

The report’s main findings and policy recommendations help guide policy solutions and future reforms at the central and local levels, the development of a rule of law state and a democratic society. It includes suggestions on how to use the index as a tool to monitor and evaluate the performance of national action plans to realize Viet Nam’s commitments to the Sustainable Development Goals. The Justice Index results also informs civil society organizations and citizens, and encourage their participation in building “a justice system for citizens” that ensures fairness and equality and protects the legitimate rights and interests of the people in Viet Nam.

Greening the Power Mix: Policies for Expanding Solar Photovoltaic Electricity in Viet Nam

 

These policies set the framework for major reductions in future greenhouse gas emissions in Viet Nam, which helps reducing the threat of dangerous global climate change.

This policy discussion paper addresses how Viet Nam can achieve the targets in these policies by internalising the costs of coal-based power to people, the environment and the economy, and by stimulating the development of solar photovoltaic power generation.

In addition, the world adopted the Sustainable Development Goals, also in 2015. Viet Nam has actively supported the formulation of the Sustainable Development Goals and intends to achieve them at the national level.

This paper shows that renewable energy, and in particular solar photovoltaic power generation can play a key role in achieving Sustainable Development Goal 7, “Ensure access to affordable, reliable, sustainable and modern energy for all”, which is important especially for the remotest and poorest Vietnamese communities and households who do not yet benefit from regular access to electricity. Achieving this will help children to study better, productivity to go up, and poverty to be eliminated.

This paper is based on research by many national and international experts, and has benefitted from several dialogues with policy makers, businesses, and development partners.

While environmental protection strategy, laws and policies are developed at the national level in Viet Nam, the primary responsibility for implementation is at the provincial authorities level. Provincial authorities, therefore, play a critical role in enabling Viet Nam to achieve national and international environmental protection goals. But how are these governments performing in terms of meeting benchmarks, and how do they compare against each other? The lack of provincial environmental performance metrics by which to evaluate sub-national results has been identified as a critical gap in Viet Nam.

Building on 15 years of experience ranking environmental performance in countries around the world, the global Environmental Performance Index (EPI) is a proven tool in bringing a much needed, data-driven approach to environmental management. Applying the EPI methodology at the sub-national level allows for a more fine-grained assessment of baseline data and trends on key environmental issues related to ecosystem management and human health. Conducting a sub-national EPI in Viet Nam is an important diagnostic and assessment tool to help improve future environmental performance that is tailored to fit local contexts and reflect data realities on the ground.

Growth that works for all: Viet Nam Human Development Report 2015 on Inclusive Growth

 

The 2015 National Human Development Report “Growth that works for all” examines how a policy framework based on inclusive growth can offer a pathway to advance human development in Viet Nam - as it enters a new and challenging stage of its development. Using the lens of human development, this report takes a people-centered approach, examining Vietnamese people’s inclusion in the country’s development process since the late 1980s. The report finds that in the early and mid Doi Moi years Viet Nam performed well on both human development and economic growth. Economic expansion was inclusive, with benefits widely distributed and opportunities shared. Yet in recent years, the report finds that Viet Nam’s strong performance has waned, and especially after the 2008 global financial crisis. Growth has fallen and disparities between regions, provinces and population groups have not been closed. While the past growth has brought significant social transformation, evident in the shrinking population shares of the poor and near poor, and the rapid expansion of the lower middle class, those in the middle are far from secure, and those still in poverty are harder to reach, particularly within remote ethnic minority communities.

The series of Policy Discussion Papers on Public Administration Reform and Anti-Corruption is led and edited by Dr Sarah Dix, Policy Advisor on Public Administration Reform and Anti-Corruption at UNDP Viet Nam with substantive support from Ms Do Thanh Huyen, Policy Analyst on Public Administration Reform and Anti-Corruption at UNDP Viet Nam.

The series aims to analyze trends in Viet Nam regarding the implementation processes and options in specific public administration reform areas. In order to confront the social, economic, political and environmental challenges facing Viet Nam, policy makers need to be informed by evidence. These policy papers aim to contribute to current policy debate by providing discussion inputs on policy reforms – thereby helping to improve Viet Nam’s development efforts.

Three principles guide the production of the policy discussion papers: (i) evidence-based research, (ii) academic rigour and independence of analysis, and (iii) social legitimacy and a participatory process. This involves a substantive research approach with a rigorous and systematic identification of policy options on key public administration reform and anti-corruption issues.
